Is a public utility company expected to ‘educate’ consumers about how to save money?
The short answer: Yes, they are.
In this particular instance, the APS was ‘educated’ about how to treat the consumer — something they’re frequently criticized for failing to do correctly.

What APS did, though, is just the tip of the iceberg. Utility companies often skirt the law: rules and regulations, it seems, aren’t their strong suit.
